Katharina Phillips is the past President of the Council on Government
Relations, where she applied her extensive university experience with the
federal regulation of scientific research to promote the adoption of
favorable federal policies affecting research administration and technology
transfer. She is recognized as one of the nation’s experts on federal cost
allocation policy. Ms. Phillips most recently was the lead author of the
monograph “Human Embryonic Stem Cell Research: Regulatory and
Administrative Challenges, published by the Association of Medical
Colleges.
Sheldon Trubatch, is a regulatory consultant and attorney who is
experienced with all aspects of regulation through a variety of positions
which involved all stakeholders in the regulatory process. He has been in
government (Nuclear Regulatory Commission), in major corporations
(Commonwealth Edison and Bechtel SAIC(BSC)), and in private practice
(partner, Winston & Strawn; of counsel, Sidley & Austin). Most recently,
he was BSC's regulatory counsel for the Yucca Mountain Project. He has
combined his backgrounds in science and law to support clients’ regulated
uses and disposal of radioactive materials, the construction, operation and
regulation of fire protection at nuclear power plants. Among Dr. Trubatch’
s more recent publications are “Risk Factor Resolution in the Regulatory
Process,” and “Regulatory Uncertainty in Performance-Based Regulations.”
